The City’s sewer rates are comprised of a bi-monthly service charge, which collects a portion of the City’s fixed costs in providing sewer system; and a consumption charge which recovers a portion of the City’s fixed costs, and all of its variable costs, in providing sewer service. The bi-monthly service charge is uniform to all properties, and is charged to each account. The consumption charge is applied per unit of water consumption. For residential sewer customers, consumption is based on water usage and is determined based on a customer’s winter water usage, which is defined as an average of two complete months data within the period of December of the previous year through the following March. For all other sewer customers, consumption is based on water usage per billing cycle.
