Congress passed legislation in 1996 that severely diminished the ability of local governments to effectively ensure the quality and level of local cable TV service. The City of Pomona's CDBG program is funded by the federal Department of Housing and Urban Development (HUD). The purpose of CDBG funds is to provide resources to help cities counter problems of housing affordability, blight, economic decline and the shortfall of social services to low and moderate income persons, the homeless, and persons with special needs.
