Discretionary Applications

Certain Planning applications are considered "discretionary," which means that they require review and approval from a discretionary body, which includes the Development Services Director, Planning Commission, Historic Preservation Commission, and Cultural Arts Commission.

Step 1: Review the Notice to Applicants re: Zoning Code Update FAQ and Zoning Code Update At-Risk Acknowledgment form.

Step 2: Review Planning Application Matrix and Application Checklist. The Application Checklist will be reviewed by the Planning Division staff as part of its completeness check in compliance with the California Permit Streamlining Act. Submittal of all required items in the checklist deems an application "complete."

Step 3: Complete the Planning Application Form, Major and Minor. For discretionary applications in a Historic District or on a Single Historic Landmark, please refer to the Historic Preservation Page.

Senate Bill 330

On October 9, 2019, the Governor signed into law the Housing Crisis Act of 2019 (SB 330). SB 330 creates new state laws regarding the production, preservation and planning for housing. It amends the State Housing Accountability Act, Permit Streamlining Act and Planning and Zoning Law all under Title 7 of the California Government Code. The bill is in effect from January 1, 2020 to January 1, 2025.

SB 330 aims to increase certainty in the development process, speeding the review of new Housing Development Projects, preserving existing affordable housing and preventing certain zoning actions that reduce the availability of housing.

Permit Applications

A "Permit" application is considered "ministerial," and only requires an objective review by Planning Division Staff. The following is a list of such ministerial applications:

Zoning Information & Clearances

Zoning Information Requests

If you would like to obtain formal information related to one or more individual properties, please complete a Zoning Information Request and submit to the Planning Division, including payment.

Business License Zoning Clearances

Prior to obtaining a Business License, the Planning Division must issue a "zoning clearance," which means that the land use associated with the business is legally permitted. Please review the Zoning Clearance Application, or, for home-based businesses, the Zoning Clearance Application for Home Occupations to better understand this process. Typically, these forms will be provided to you by the Finance Department as part of your Business License application.

Accessory Dwelling Units

Accessory Dwelling Units (ADUs), also known as granny flats, in-law units, or second units, are small residential units with kitchens and bathrooms. Junior Accessory Dwelling Units (JADUs) are units created within the walls of a proposed or existing single-family residence and are no larger than 500 square feet. Both provide options for those interested in affordably housing a friend or family member, aging in place, creating a new income source, and helping tackle our regional housing shortage.

The City of Pomona's latest ADU and JADU standards were updated by Ordinance No. 4340 and effective December 4, 2023. All applicable ADU and JADU standards may be found in Ordinance No. 4340.
