This Division consists of the Design Team and Construction Team. The Design Team provides design-engineering services for the annual Capital Improvement Program (CIP) for streets, traffic signals, waterlines and facilities, sewer lines and facilities, park sites and other various building facility improvements. The Design portion of the program provides for both in-house designs as well as the contracting for design services with consulting engineers and architects. The Construction Team provides the administration and inspection of the City's construction contracts. It also provides inspection services for development projects constructing facilities with City right-of-way.

Provides for traffic engineering and transportation planning of propose developments. Responsible for maintaining citywide traffic operations and street lightings.

The Land Development group is responsible for the review of entitlement applications, building permits, public improvement plans (street, traffic, storm drain, street lights, landscaping, etc.), traffic control plans, traffic studies, land subdivision applications (tentative, parcel and final maps), lot mergers and lot line adjustments, easements, public right-of-way vacations (street, alley, easements), certificate of compliance and certificate of correction applications. This group is responsible for offsite improvements cost estimates approval, bonds preparation, contractor’s insurance verification, and the issuance of all permits affecting the public right-of-way (construction, dry utilities, encroachments).
