The Recycled Water Master Plan (RWMP) assesses the changes that have affected Pomona's recycled water system since 2005, when the 2005 Water and Recycled Master Plan was completed. Due to the closure of two major paper mills, the demand for recycled water in the city has decreased. This has created an opportunity to provide new customers with the available supplies from the Sanitation Districts of Los Angeles County Pomona Water Reclamation Plant. The goal of this project is to identify the most cost-effective way to add new customers to the existing recycled water system and develop a capital improvement program with a phased implementation approach.
